Croatia: heated tobacco and herbal heated product regulation, May 2025

Heated tobacco is legal in Croatia and subject to less stringent restrictions than combustible cigarettes. It is classified as a novel tobacco product. Herbal heated products are treated as consumer products.

Following the TPD, the Law on Restriction of Tobacco and Related Products defines novel tobacco as a tobacco product that does not fall into any of the following categories: cigarettes, roll-your-own tobacco, pipe tobacco, water pipe tobacco, cigars, cigarillos, chewing tobacco, nasal tobacco (snuff), or tobacco for oral use, and has been placed on the market after 19th May 2014. Novel products can be either smokeless or smoking, but there are no specifications on how HTPs are viewed.
