France: heated tobacco and herbal heated product regulation, July 2025

Heated tobacco products are regulated in France as novel tobacco products. Tobacco products are defined by the Public Health Code as “products which can be consumed and which consist, even partially, of tobacco, whether or not genetically modified”. The Public Health Code defines novel tobacco products as “products other than those mentioned in the second paragraph (cigarettes, roll-your-own tobacco, pipe tobacco, water pipe tobacco, cigars, cigarillos, chewing tobacco, snuff, and tobacco for oral use) and which are placed on the market after 19th May 2014”.
