Netherlands: heated tobacco and herbal heated product regulation, April 2025

A heated tobacco flavour ban is in force in the Netherlands. With the government regularly proposing new restrictions on heated tobacco products, it is expected that the regulatory framework for them will become increasingly restrictive over the years.

The Dutch parliament is discussing raising the minimum age for purchasing HTPs and all nicotine-containing products from 18 to 21, or implementing a generational ban for those born on or after 1st January 2012.

Herbal heated products are not explicitly regulated, so only consumer laws apply.
