Despite regulating heated tobacco products back in 2017, they still have not been approved for sale. We believe that it is unlikely that there will be any significant changes to Luxembourg’s regulatory framework for heated tobacco. The lack of proposals or policy debate suggests the country may be waiting for the revision of the EU’s Tobacco Products Directive. Despite the regulatory framework in place for this product, the Customs and Excise Administration confirmed that it cannot be sold in the country.
Reasons to buy
Gaining the approval needed to sell heated tobacco in Luxembourg is not at all cost effective due to the extremely high notification fee – the highest in Europe.
