Oral tobacco is defined as a tobacco product intended for oral use – other than a tobacco product intended for inhalation or chewing – which is made wholly or partly of tobacco, in powder or particulate form or in a combination of these forms, in particular those placed on the market in portions in impermeable pouches or in porous pouches. While chewing tobacco is defined as a smokeless tobacco product intended for chewing. It is subject to age, notification, sales, labelling and packaging and advertising requirements.
The Tobacco Act defines a nicotine pouch without tobacco as a product that contains nicotine and does not contain tobacco or genetically modified tobacco, is not consumed during the burning process or by inhalation and is intended for oral use by sucking or chewing.
