Spain: heated tobacco and herbal heated product regulation, June 2025

Spain banned the use of flavours in heated tobacco products (HTPs) in January 2024.

HTPs are subject to sales, advertising and public use restrictions similar to those on tobacco products.

Herbal heated products are currently not specifically regulated, falling under general consumer laws.

A draft bill proposes including herbal heated products under the framework of tobacco and related products and subjecting them to age, labelling and packaging, and notification requirements in addition to a flavour ban.
