Sweden: oral tobacco and nicotine pouch regulation, June 2025

Sweden is the only country in the European Union where snus is allowed on the market. Sweden was granted the sole exception to the EU’s snus ban when it was admitted in 1995. However, such products cannot be exported in other EU countries due to the ban introduced in 1992.

Section 3 of the Food Act states that tobacco-containing snus and chewing tobacco fall under food law standards. This means they are regulated by both tobacco and food legislation.

Nicotine pouches were specifically regulated by the Swedish government in 2022, which enacted a comprehensive regulatory framework encompassing several policy areas and aligning their status to that of oral tobacco products.
