Thailand: oral tobacco and nicotine pouch regulation, June 2025

Thailand’s national regulatory framework presents unclear and conflicting information regarding nicotine pouches and oral tobacco. Currently, both oral tobacco products and nicotine pouches fall under the purview of Thailand’s 2017 Tobacco Products Control Act. It has only recently been explicitly confirmed by the Department of Disease Control that nicotine pouches are indeed classified as tobacco products.
