United Arab Emirates: heated tobacco and herbal heated product regulation, May 2025

Heated tobacco has been regulated since 2019 in the United Arab Emirates (UAE) when a national standard entered into force. It is regulated as traditional tobacco in terms of taxation, public use and retail restrictions.

A key development that will have a significant impact was the approval of the Technical Committee for Tobacco Products of the Gulf Cooperation Council (GCC) Standardization Organization (GSO) of a joint standard on “Liquids and Products Used in Electronic Alternatives to Traditional Tobacco Products” – GSO 2805:2025 – on 9th January 2025. The standard was adopted in April 2025 and is expected to introduce changes in health warnings, packaging, device and battery requirements, and permitted flavours with respect to electronic cigarettes and heated tobacco.
