Market & legal data in the tobacco alternatives sector in Moldova

12th September 2024: Commonwealth of Independent States: The Commonwealth of Independent States (CIS, an intergovernmental organisation in Eurasia, consisting of Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan and Uzbekistan) has finished creating an action plan for all member states to prevent the harmful effects of tobacco and nicotine products on public health, media reports. Representatives from several member states have participated in a videoconference to discuss and make final edits to the plan. After the meeting, it was decided to get the plan approved domestically and then submit it to the CIS Council of Heads of Government for further review.
22nd August 2024: Moldova: Yesterday (21st August), the government approved a bill amending the Tobacco Act to increase the current nicotine concentration limit on e-cigarettes from 2 mg per e-cigarette to 20 mg per ml, press reports. The bill, which has not yet been published, also proposes to ban nicotine pouches. The bill has to go through the parliament in order to be passed.
30th July 2024: Moldova: Minister of health Ala Nemerenco has announced that restrictions will be implemented on the public use of tobacco products – including heated tobacco – and e-cigarettes, press reports. Nemerenco said the government has been working on a draft that will be approved soon. It aims to ban vaping and using heated tobacco in open public spaces, such as terraces, stations and parks. The minister also said the government envisages a flavour ban on these products.
17th July 2024: Moldova: The Moldovan government has introduced the budget bill proposing to raise excise duties on heated tobacco and e-cigarettes. Heated tobacco consumables would be taxed at a rate of MDL1,318.62 (€68) per 1,000 pieces in 2024, MDL1,384.55 (€72) per 1,000 pieces in 2025 and MDL1,453.78 (€75) per 1,000 pieces in 2026. Products carrying e-liquids, whether nicotine-containing or not, including disposable e-cigarettes, would be taxed at a rate of MDL2,690.87 (€140) per l in 2024, MDL3,094.50 (€160) per l in 2025 and MDL3,558.68 (€185) per l in 2026. The bill is likely to be passed in the next few weeks.
