Doubts galore as Russia reconsiders all its tax options for tobacco alternatives

In its latest move to regulate the market for tobacco alternatives, the Russian government is proposing to increase excise rates on heated tobacco sticks and nicotine-containing liquids. This is despite having all rates for the next couple of next years already set out in the Tax Code.

The latest proposal throws an element of uncertainty into the future of tobacco alternative taxation in the country as there are now competing proposals.
