Alternative tobacco and nicotine products in Europe

The TobaccoIntelligence Europe section brings together key reports and briefings on heated tobacco, oral tobacco, and other tobacco alternative products in Europe. Topics covered include markets, products, brands, regulation and policy, including EU-level issues. Important territories covered include the UK, France, Spain, Italy and Germany, as well as Scandinavia and central and eastern Europe.

Regulatory changes in the EU

In 2021, TobaccoIntelligence expects to see detailed proposals for amending the Directive 2011/64/EU on the structure and rates of excise duty applied to tobacco products. By the end of the year, adoption of the harmonised tax on alternative tobacco products is due. From December 2020 until 5th January 2021, the European Commission held a public consultation on the planned revision. The main objectives is to harmonise taxes of modern oral, heated tobacco and e-cigarettes, taking into account the relevant experience gained by member states. However, feedback from the general public is unlikely to impact the Commission’s agenda.

In May 2021, DG-Sante is due to finish the Tobacco Product Directive (TPD) application report, which would address the market developments regarding novel tobacco products. The TPD would also tackle products that were not covered in 2014, such as nicotine pouches.
