The report calls for facilitating access to nicotine pouches, but it also states that no new tobacco products, like snus, should be allowed on the market: "This will stagnate the market, with no newly available or attractive products. It will also help avoid the industry circumventing any new tax duties or measures by introducing new products to the market that are cheaper."
