27th March 2024: Israel: Yesterday (26th March), the Knesset (parliament) approved a bill amending the Law on the Prohibition of Advertising and Restriction of Marketing of Tobacco and Smoking Products (Tobacco Law). Under the new amendments, a pictorial health warning must be affixed on heated tobacco packaging. The amendment did not specify the timeframe for adopting these measures or the format of the warning, but it stipulates that the Ministry of Health, with the Knesset’s Economic Committee, have the authority to determine warning size, content, types of images, and display methods.
21st March 2024: Israel: The Economic Committee has approved the second and third readings of a bill amending the Law on the Prohibition of Advertising and Restriction of Marketing of Tobacco and Smoking Products (Tobacco Law). The bill now heads to the Knesset (parliament) plenary for discussion. If further approved by the Knesset, a pictorial warning on heated tobacco packaging will be required.
14th March 2024: Israel: In its plenary session, the Knesset (parliament) approved the final reading of the 2024 budget bill presented by the Ministry of Finance. The bill sets excise duty on heated tobacco products at 270% of the wholesale price, plus ILS524.50 ($144.30) per 1,000 sticks, though the total amount must not exceed ILS930 ($255.89) per 1,000 sticks.
4th March 2024: Israel: Yesterday (3rd March), the tax authority announced an increase in the excise duty on heated tobacco, with new rates set at 270% of the wholesale price, plus ILS524.50 ($147.15) per 1,000 sticks, though the total amount must not exceed ILS930 ($260.92) per 1,000 sticks. The new rates are effective from today (4th March). The duty was previously 270% of the common wholesale price, plus ILS444.03 ($124.58) per 1,000 sticks, with the total amount not exceeding ILS850.62 ($238.65) per 1,000 sticks.
12th February 2024: Israel: The Knesset Economic Committee has approved the first reading of a bill amending the law on "banning advertisements and restricting the marketing of tobacco products". The bill was submitted originally by Osher Shekalim (Likud) and proposed the inclusion of pictorial warnings on all tobacco products, including heated tobacco and electronic cigarettes. The proposal will now proceed to the plenary session of the Knesset for further debate.
5th February 2024: Israel: Tomorrow (6th February), the Knesset Economic Committee will meet to discuss a bill that would place further advertising and packaging restrictions on tobacco products. The bill was submitted in July 2023 and proposes the inclusion of pictorial warnings on all tobacco products and grants the Ministry of Health – with the Knesset Economic Committee's approval – authority to determine warning size, content, types of images, and display methods.
13th September 2023: Israel: Yesterday (12th September), the Health Ministry submitted its report on smoking in Israel 2022 to the Knesset (parliament). The report states that 3% of children in grades 5 and 6, and 10% of grade-10 teenagers had used electronic smoking products in the previous 30 days. It recommended stricter regulations, specifically regarding electronic nicotine products, to reduce the potential harm to public health. A few weeks ago, the Ministry of Health published for public comment new measures that would apply to all smoking and tobacco products, with the aim of curbing the use of alternative nicotine products among young people.
21st August 2023: Israel: Today, 21st August, the Ministry of Health published for public consultation a draft to amend the Tobacco Law. The proposal entails raising the tax on all tobacco and smoking products, applying the same taxation to the device itself, affixing a pictorial warning on all tobacco and smoking products, restricting the sale of tobacco to designated stores only and reducing the number of points-of-sale, banning the sale of tobacco to under-21s, and banning all flavours except tobacco. The consultation ends on 4th September.
8th August 2023: Israel: The National Authority for Community Safety has published a report on the use of “electronic smoking systems” as an alternative to traditional smoking, looking at how they work, the effects of nicotine on users, and the health risks associated with them. The report argues that such products are ineffective in smoking cessation and that users are more inclined to switch to regular smoking.
27th February 2023: Israel: The Ministry of Health has submitted its study on the use of tobacco products for the year 2021 to the Knesset (parliament). The report states that 10% of teenagers use e-cigarettes or heated tobacco, with rates at 9.2% among men and 4.0% among women. The report also criticises the beneficial tax regime compared to cigarettes, claiming that it only increases the usage and will eventually lead to a smoking epidemic.
2nd November 2022: Israel: With most votes counted after yesterday’s general election, the Likud party led by former prime minister Benjamin Netanyahu appeared set to unseat premier Yair Lapid and return Netanyahu to power. Netanyahu’s right-wing bloc, which includes the Religious Zionist Party (RZP), the conservative United Torah Judaism (UTJ), and the religious Shas party, has a more negative approach to vaping and new tobacco products than the outgoing government, as shown by the policies implemented in its previous terms of office.
