Market & legal data in the tobacco alternatives sector in Lithuania

11th February 2025: Lithuania: Jurgita Sejonienė, a member of Parliament (MP) from the Homeland Union – Lithuanian Christian Democrats, a main opposition party, has submitted a new version of the proposal to amend the Law on Tobacco Control that seeks to ban the sale and use of tobacco products, e-cigarettes, and their refills to persons under the age of 21 from 2029, media reports.
23rd January 2025: Lithuania: A representative from the Ministry of Economy and Innovation has told TobaccoIntelligence that “the change of political power has delayed the drafting” of the bill seeking to legalise currently banned nicotine pouches and regulate other tobacco substitutes (nicotine-containing herbal heated products) and that “a political decision is awaited on the extent to which the project will proceed”. The representative added: “The Ministry of Economy and Innovation will then be in a position to submit the completed and agreed draft for government approval.” Therefore, we believe this bill could be presented soon.
20th December 2024: Lithuania: The 2025-2027 amendments to the Excise Law increase excise duties for heated tobacco to €89.40 per 1,000 pieces in January 2025. The tax for e-liquids will increase to €0.63 per ml in January 2025.
20th December 2024: Lithuania: As of 1st January 2025, displaying tobacco products and e-cigarettes in convenience stores will be prohibited; however, displays will continue to be allowed inside specialist stores as long as the products are not visible from outside the shop.

Next, the proposal must await a final vote that will be held later.
3rd October 2024: Lithuania: Yesterday, 2nd October, the parliamentary Health Affairs Committee approved the amendment to tighten economic sanctions for selling tobacco and related products to under-age consumers, media reports. The proposal should next go to the plenary.
26th September 2024: Lithuania: The parliamentary Health Affairs Committee took a break from considering the amendment to tighten economic sanctions for the sale of tobacco and related products to under-age consumers, media reports. The amendment, which was submitted to the parliament in July, was proposed by the president. TobaccoIntelligence assumes the committee will decide on the amendment at a later date.
26th September 2024: Lithuania: A supervisory board approved by the government has been created in the Department of Drug, Tobacco and Alcohol Control (NTAKD), media reports. The board will focus on providing recommendations for the NTAKD’s activity planning, improving internal administration functions, and overseeing the internal control system.
