30th May 2024: Slovenia: For tomorrow’s World No Tobacco Day, celebrated every year on 31st May, the Ministry of Health has issued a press release calling attention to the influence of the tobacco industry on children and youth. The Ministry of Health warns that “the tobacco industry is now trying to sell nicotine to young people in a different form, which is like a sweet-tasting trap, marketing its products with enticing sweet and fruity flavours”. The ministry also recognises the recently enacted flavour ban on vaping and heated tobacco products as a key step towards shrinking their market in Slovenia.
27th May 2024: Slovenia: The amendments to the Excise Duty Act to increase the applicable tax on heated tobacco products (HTPs) and to introduce a tax for herbal heated sticks were published earlier this month. The tax for HTPs will increase from €132 to €180 per kg, while herbal heated sticks will be subject to the same tax, €180 per kg. The new tax will be applicable from 1st June 2024 for both products.
22nd May 2024: Slovenia: The government has notified a bill via the EU TRIS system that establishes a new fee for the notification of heated tobacco products and herbal heated sticks, set at €864.
29th April 2024: Slovenia: Last Friday (26th April), the parliament approved in a second reading, with no votes against, the bill amending the Excise Duty Act to introduce a tax on herbal heated sticks that are compatible with heated tobacco devices and to increase the applicable tax on heated tobacco products (HTPs). The bill would enter into force on 1st June 2024.
10th April 2024: Slovenia: Amendments to the Act Restricting the Use of Tobacco and Related Products to transpose the EU-wide heated tobacco flavour ban into the national legal framework, to regulate nicotine pouches as a tobacco-related product and to establish a notification procedure for herbal heated products were published in the Official Gazette yesterday, 9th April. The law enters into force on 24th April (15 days after its publication).
4th April 2024: Slovenia: Last week the parliament approved the bill transposing the EU-wide heated tobacco flavour ban into the Slovenian legal framework, regulating nicotine pouches and regulating herbal heated products as herbal products for smoking, press reports. The bill is pending its publication in the Official Gazette, and will enter into force 15 days after it is published.
13th March 2024: Slovenia: The Health Committee of the Chamber of Deputies has unanimously approved the bill transposing the EU-wide heated tobacco flavour ban into the Slovenian legal framework, regulating nicotine pouches as well as regulating herbal heated products as herbal products for smoking.
7th March 2024: Slovenia: The bill transposing the EU-wide heated tobacco flavour ban into the Slovenian legal framework, regulating nicotine pouches as well as regulating herbal heated products as herbal products for smoking will be discussed by the Parliamentary Committee on Health on 12th March, press reports. The bill will move to plenary after its discussion by the committee.
22nd February 2024: Slovenia: Today, 22nd February, the government approved the bill amending the Excise Duty Act to introduce a tax on herbal heated sticks compatible with heated tobacco devices and to increase the applicable tax on heated tobacco products (HTPs). If further approved by the parliament, the tax would be set at €180/kg for both types of products.
31st January 2024: Slovenia: In light of today's national "No Cigarette Day", the National Institute of Public Health has issued a statement emphasising the harmfulness of novel tobacco and nicotine products. More specifically, the Institute considers that "heated tobacco products, electronic cigarettes, smokeless tobacco products, nicotine pouches continue to be marketed under false advertising as smoking cessation aids. The truth is that these are only tools for starting and maintaining nicotine addiction." The Institute, one of the most important stakeholders in the country, has been historically very vocal against novel tobacco and nicotine products, as shown in our Policy Radar.
30th January 2024: Slovenia: The Public Relations Office of the Slovenian parliament has told TobaccoIntelligence that the parliamentary debate of the bill transposing the EU-wide heated tobacco flavour ban into the Slovenian legal framework, bringing nicotine pouches under the Tobacco Law, and including herbal heated products in the definition of herbal products for smoking, would resume immediately at the end of the TRIS standstill period (13th February 2024) if no feedback is submitted by other EU member states or the European Commission. Alternatively, if detailed clarifications were to be requested by member states or the European Commission, the standstill period would be extended to May 2024, and the government would want to adopt the bill in the same month.
8th January 2024: Slovenia: The Ministry of Finance has opened for consultation a bill that would introduce a tax on herbal heated sticks compatible with heated tobacco devices and would increase the applicable tax on heated tobacco products. For both, the tax would be set at €180 per kg.
