An Iraqi bill that would define electronic nicotine delivery systems (ENDS) – including heated tobacco devices – and bring them under the tobacco regime is now overdue for a vote.
The bill was meant to have been passed by mid-November but has no specific date for approval. A second review of the bill was conducted by the Iraqi parliament’s Health and Environment Committee earlier last month, according to committee head Majid Shingali.
However, even if passed as expected, there are questions about whether the regulation would be enforced and how much impact it would have on the domestic market.
