Since the early 20th century, Lebanon has regulated oral tobacco consumption under the 1930 law regarding the cultivation, manufacture and trade of tobacco and chewing tobacco. Oral tobacco products are regulated similarly to cigarettes in Lebanon, while nicotine pouches are not regulated, subject only to the general consumer rules.

Heated tobacco in Lebanon, however, is subject to state monopoly. On 2nd October 2015, the minister of finance issued decree 877/2015, which legalised heated tobacco, added it to the tobacco regime and subjected it to a monopoly held by the Lebanese Tobacco and Tombacs Authority. Flavours are allowed, and herbal heated products are not explicitly regulated but subject to general consumer rules.
