In November 2021, the Dutch Food and Consumer Product Safety Authority (NVWA) announced that pouches with more than 0.035 mg of nicotine per pouch may no longer be sold because they are “harmful foods”. Nicotine pouches containing up to 0.035 mg of nicotine per pouch are still legal and subject to general consumer legislation. However, this could soon change.
