Oral tobacco products, with the exception of chewing tobacco, are prohibited in Romania. This means snus cannot be sold in the country. The government has not announced any intention to lift the current ban and, in any case, this decision would have to be taken at EU level.

Nicotine pouches have been regulated since March 2024 and are subject to similar restrictions as those in place for tobacco and vaping products.

Heated tobacco products and herbal heated products are regulated under Romania’s tobacco laws and are treated similarly to cigarettes.

Heating devices are still not completely regulated and could be subject to new restrictions in the future. Heated tobacco usage is currently unregulated, but we expect it to be included in smoke-free laws at some point.
