Regulatory report: China – legal status of oral tobacco products, September 2020

According to a newsletter released by the China State Tobacco Monopoly Administration in January 2019, “oral tobacco should be regulated as tobacco products because their main raw materials come directly from tobacco leaf”. However, in August 2020, the Department of Law and Legislation of the National Health Commission told TobaccoIntelligence that they are unclear about the regulation on snus. A tobacco control officer of the Department of Planning and Information of the National Health Commission told us: “The usage rate of snus is very low in China. It should be regulated as tobacco products, but there is no specific regulation of oral tobacco products.” The report offers an analysis of the current status of snus in China.
