Costa Rica: heated tobacco regulation, January 2024

Tobacco products are specifically regulated under the General Tobacco Control Law and the Regulations to the General Law on Tobacco Control and its Harmful Effects on Health from 2012, which are described as products “… prepared in whole or in part using tobacco leaves as raw material and intended to be smoked, sucked, chewed or used as snuff”.

Advertising and sales restrictions are essentially identical for all tobacco products – including heated tobacco products – as are packaging and labelling requirements.

The report covers the current regulatory framework in place for heated tobacco in Costa Rica, covering all policy areas from advertising and labelling to notification and taxation.
