New national regulatory standards are now being enforced across the Russian market for tobacco and nicotine-containing products, including heated tobacco and e-cigarettes.

Until 2023, there was no separate law regulating the production and distribution of these products in Russia, but the new regulation brings in a regime similar to that for the alcohol market.
