Algeria: oral tobacco and nicotine pouch regulation, March 2023

Oral tobacco is regulated in Algeria by Law 11-18/2018, which regulates it under the category of tobacco products. The law states: “All products intended to be used for smoking, including electronic cigarettes, sniffing, chewing, or sucking are considered to be tobacco products when they are, even partially, made of tobacco.” Nicotine pouches are considered consumer products based on the Tariff Classification Decisions for the years 2021:2022 from January 2023.
