The cornerstone of the Armenian tobacco regulation – the Law on the Reduction and Prevention of Health Damage Due to the Use of Tobacco Products and their Substitutes (Tobacco Act) – regulates the sale, public place usage and advertising restrictions for tobacco products. In 2021, Russia proposed banning nicotine pouches in all the EAEU countries – Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia. However, it has still not been approved. Currently, only Russia, Kyrgyzstan and Kazakhstan have banned such products, whereas other EAEU members allow them.
