Oral products are considered tobacco products in Costa Rica, while nicotine pouches also qualify as tobacco products, and so must comply with all tobacco requirements, including notification. A bill that implements neutral or generic packaging for all tobacco products has been pending discussion in the plenary since October 2022. Since its adoption has been slow, we understand that it is unlikely the bill will be approved.
