Continuing tax increases, raising the age limit to 20, restrictions on imports, and further extensions of smoke-free environments – these are among the suggestions made by a working group appointed by the Finnish Ministry of Social Affairs and Health to look into the regulation of novel tobacco and nicotine products.
One of the group’s most significant proposals is to add the definition “nicotine-containing tobacco substitute” to the Tobacco Act, bringing the regulation of tobacco-free nicotine pouches in line with that of tobacco products and nicotine e-liquids.
