Vietnam: A media seminar heard that the trade and health ministries had reached consensus on an amendment to Decree 67, establishing a trial regulation of novel tobacco products, press reports. “During the next five-year pilot period, we will conduct an impact assessment of new tobacco products before proposing the next plan to the government,” Ministry of Trade spokesperson Tran Thanh Trung told reporters. Details of the pilot scheme were not disclosed.

Vietnam: Trade ministry spokesperson Tran Thanh Trung told a media seminar that ministries were holding meetings to finalise a draft decree to regulate new tobacco products, replacing Decree 67/2013, press reports. “Although the Ministry of Industry and Trade still has some disagreements with the Ministry of Health on a number of things, we are working towards a consensus on the new tobacco regulation,” he said. “The Ministry of Industry and Trade is developing a management plan that is closest to the opinion of the Ministry of Health so that it can be submitted to the government.”

Vietnam: National Assembly member Nguyen Anh Tri has proposed a ban on the sale, distribution and use of “new generation cigarettes”, such as e-cigarettes and heated tobacco, press reports. Ministries are currently coordinating efforts to regulate such products, with a proposal expected to be submitted to the government by the end of June.

Vietnam: Ngo Khai Hoan, deputy director of the Ministry of Industry and Trade, said during a seminar on the regulation of new generation tobacco products that a draft amendment to Decree 67/2013, regulating heated tobacco and e-cigarettes, is expected to be submitted to the government in the second quarter of 2023.

Vietnam: The Ministry of Health has proposed a ban on e-cigarettes and heated tobacco products over health concerns. According to the ministry, tobacco regulations and standards have not yet been adapted to these products. The Ministry of Trade and Industry was coordinating efforts in December to amend Decree 67/2013 on tobacco trading to regulate heated tobacco and e-cigarettes.
