Oral tobacco is regulated under the category of manufactured tobacco products according to Law No. 46.02/2003 on raw and manufactured tobacco. While snus is not directly mentioned in the definition of manufactured tobacco, the definition clearly includes products that can be smoked, sniffed, sucked, or chewed. Nicotine pouches are not addressed in tobacco legislation and are not very popular in Morocco, according to information provided by local retailers.
