Panama: oral tobacco and nicotine pouch regulation, April 2025

In the second half of 2025, Panama will switch from a non-regulated legal framework for nicotine pouches to a comprehensive one. The resolution that was passed in February 2025 – and that will enter into force on 31st July 2025 – establishes specific restrictions for the age, sale, advertising and public use, while also imposing notification and labelling requirements. These products may also be taxed in the future.

Smokeless tobacco and water pipes are considered tobacco products, under law 13/2008 (“Tobacco Law”). Tobacco products are all products prepared, totally or partially, from tobacco leaves and that are intended to be smoked, sucked, chewed or inhaled nasally.
