Poland moves to extend tax to pouches and heating devices in regulatory shift

The Polish Council of Ministers has adopted a draft bill to extend an excise tax to nicotine pouches and vaping and heating devices, including disposables.

The draft bill is now under deliberation in the Sejm, Poland’s lower parliamentary chamber, as it progresses toward potential enactment. Meanwhile, local industry representatives caution that imposing what they call excessive tax rates could push sales of such products to the black market, and push legal, tax-paying companies out of business.
