As one of the special administrative regions of China (the other is Hong Kong), Macau maintains separate governing and economic systems from those of mainland China under the principle of “one country, two systems”. The Regime for prevention and control of tobacco use is the primary legislation for Macau. The latest amendment of the law was implemented in 2018 and specifically forbids the sales of e-cigarettes. In March 2021, the Macau Ministry of Health told us that heated tobacco products, both hardware and consumables, fall under the definition of e-cigarettes. This report provides a regulatory overview of heated tobacco, snus and nicotine pouches in Macau.
