Regulatory report: Malaysia – heated tobacco, snus, tobacco-free snus, November 2020

The Control of Tobacco Products Regulations 2004 stipulates explicit terms for the sale, import, public place usage or manufacture of tobacco products in Malaysia. However, the regulatory regime is highly focused on cigarettes. In November 2020, the Ministry of Health told us that a long-awaited amendment of the Control of Tobacco Product Regulations 2004 is in the final stage of drafting and it is expected to be publicised in November 2020. The forthcoming amendment should regulate heated tobacco consumables. This report covers all current restrictions and laws in relation to heated tobacco as well possible future restrictions.
