Saudi Arabia: heated tobacco and herbal heated product regulation, April 2025

Heated tobacco products (HTPs) are regulated as tobacco products in Saudi Arabia.

The standardisation authority of the Gulf Cooperation Council (GCC) is in the process of adopting a standard on e-liquids and products used in electronic devices that are used as alternatives to traditional tobacco products, which would harmonise HTP frameworks in GCC member countries. The final draft of the standard was approved on 1st January 2025 and is currently pending final adoption.

The proposed Tobacco Products Sales Requirements 2025, which push for stricter tobacco sales regulations, were published for public consultation prior to their formal adoption, which is still pending.
