Oral tobacco is treated as a form of “smoking” in Saudi Arabia, as the Anti-Smoking Law defined smoking in Article (2) as: “The use of tobacco and its derivatives, including cigarettes, cigars, hookah, tobacco, tobacco molasses, and any product containing tobacco, whether this is done by cigarettes, cigars, pipes, snuff, hookah, chewing, storage, or any other method.”
Nicotine pouches do not fall under the scope of tobacco legislation. However, their legality is still far from clear. The SFDA told TobaccoIntelligence that companies can apply for product classification before launching a product. After analysing the product, the authority decides on its legality.
