Heated tobacco is de facto banned because the attributes of these products have not been determined by the Health Promotion Administration and the Ministry of Finance, the authority in charge of the Tobacco and Alcohol Administration Act. In January 2022, the government agreed on the bill amending the Tobacco Harm Control Act, which introduces the concept of a tobacco-like product and regulates heated tobacco. It is currently being considered in the parliament and may be adopted by the end of the year.
This report offers a comprehensive overview of the current framework in place for tobacco products in Taiwan, as well as the potential future framework for heated tobacco products should the bill amending the Tobacco Harm Control Act be adopted.
