Law No. 17/1998 (hereafter Tobacco Control Law) defines tobacco products as “products intended to be smoked, sniffed or chewed, as long as they consist, even partially, of tobacco”. This indicates that oral tobacco, including snus, must comply with the broader tobacco framework. Nicotine pouches are subject to general consumer rules.
