Turkey: heated tobacco regulation, December 2023

Decree 2149/2020 prohibits imports of products consumed by heating or burning, electronic cigarettes, electronic hookah, e-liquids (both with and without nicotine), and any other product used in a manner that imitates tobacco products. Due to this broad definition, we can conclude that both heated tobacco and herbal heated products cannot be legally imported.

This report provides information and analysis of the current regulatory framework in place for heated tobacco products in Turkey, covering all policy areas from labelling and packaging, and notification to taxation and advertising
