Uzbekistan: oral tobacco and nicotine pouches regulation, November 2024

Nicotine pouches are banned in Uzbekistan, as is oral tobacco, except for nasvay.

Nasvay is regulated in line with other tobacco products.

The main difference between nasvay and tobacco snus is in the ingredients used in them, which could mean that adding certain ingredients would allow tobacco snus manufacturers to sell in Uzbekistan.

We do not anticipate any changes to the current regulation of oral tobacco or nicotine pouches.

This report provides a summary of the current regulatory framework in place for oral tobacco and nicotine pouches in Uzbekistan, covering all policy areas from taxation and advertising to labelling, notification and retail channels.
