Venezuela had no specific regulation on heated tobacco products (HTPs), but they were framed within the general definition of tobacco products established in the tobacco regulations. Accordingly, they were subject to sale, notification, advertising and labelling and packaging restrictions. However, in August 2023, the government decided to completely ban the manufacture, storage, distribution, sale, import, export, use, advertising, promotion and sponsorship of HTPs through resolution 414.
This report provides information about Venezuela’s current regulatory framework for heated tobacco and herbal heated products, covering all policy areas.
