No developments are expected to happen in South Africa before 2023 because the Tobacco Bill – which was presented in 2018 – has not yet been tabled. As a consequence, the subject of tobacco control will take longer and be postponed to 2025 at the earliest. In the mid-term, if nicotine pouches are regulated, the government may consider introducing a special tax, which may also be the case for oral tobacco.
