The law states: “All products intended to be used for smoking, including electronic cigarettes, sniffing, chewing, or sucking are considered to be tobacco products when they are, even partially, made of tobacco.” Nicotine pouches are considered consumer products based on the Tariff Classification Decisions for the years 2021:2022 from January 2023.
