Estonia: oral tobacco and nicotine pouch regulation, April 2025

According to the Tobacco Act, nicotine pouches fall within the category of tobacco-related products; however, nicotine pouches are not fully regulated as no specific regulation is envisaged in the act for ingredients, nicotine concentrations, and notification.

The Health Board told TobaccoIntelligence that nicotine pouches are subject to advertising restrictions and some labelling requirements. Oral tobacco remains banned.
