The cornerstone of the Finnish vaping regulation – the Tobacco Act – regulates heated tobacco products (HTPs) in terms of product, labelling, notification, sales, public usage and marketing requirements.
An HTP is defined as a new tobacco product that, when heated, gives off emissions containing nicotine and other chemicals for the user to inhale and which, depending on its characteristics, is a smokeless tobacco product or a tobacco product intended for smoking.
Valvira states that nicotine-containing herbal heated products also produce nicotine-containing vapour that is inhaled, meaning the product category closest to the intended use in the Tobacco Act is applied to these products, so they are classified as e-cigarettes.
This report provides detailed analysis of the current regulatory framework in place in Finland for heated tobacco and herbal heated products, covering all policy areas.
