France: heated tobacco and herbal heated product regulation, September 2024

The French regulatory framework for heated tobacco is expected to remain unchanged in the near future. French president Emmanuel Macron’s agenda does not foresee any policy regarding heated tobacco products. Additionally, the 2024 legislative elections for the National Assembly did not grant a ruling majority to the re-elected president, making any policy approval that much more difficult.

A flavour ban was introduced in 2023 as a result of a delegated directive, adopted by the European Commission, amending the Tobacco Products Directive (TPD).
