France: oral tobacco and nicotine pouch regulation, September 2024

The French regulatory framework for oral tobacco products and nicotine pouches is expected to remain unchanged in the immediate future as there is no debate or law proposal on the table.

French president Emmanuel Macron’s agenda does not foresee any policy regarding oral tobacco products and nicotine pouches. Additionally, the 2024 legislative elections for the National Assembly did not grant a ruling majority to the executive – making any policy approval much more difficult.

Potential changes may also take place once the EU Tobacco Product Directive (TPD) is reviewed, especially in terms of nicotine pouches.

This report offers a detailed overview of the current regulatory framework in place for nicotine pouches and oral tobacco in France, covering both current and possible future regulation across all policy areas.
