Heated tobacco, heating devices and herbal heated products are regulated in Latvia under the Tobacco Products Act, but are subject to less strict rules than cigarettes.
Heated tobacco is regulated under the Act on the Circulation of Tobacco Products, Tobacco Substitute Products, Herbal Smoking Products, Electronic Smoking Devices and their Liquids (Tobacco Products Act) as a novel tobacco product. It is defined as a smokeless tobacco product or tobacco product intended for smoking, which is not cigarettes, roll-your-own tobacco, snuff or tobacco intended for oral use, and which was placed on the market after 19th May 2014.
