Lebanon: oral tobacco and nicotine pouch regulation, January 2023

Since the early 20th century, Lebanon has regulated oral tobacco consumption as per the 1930 Law regarding the cultivation, manufacture and trade of tobacco and chewing tobacco. Oral tobacco products are regulated similarly to cigarettes in Lebanon, while nicotine pouches are not regulated, subject only to the general consumer rules.

This report provides a comprehensive overview of the current regulatory framework in place in Lebanon for oral tobacco and nicotine pouches.
