Lithuania: heated tobacco and herbal heated products regulation, February 2025

The cornerstone of the Lithuanian tobacco regulation – the Law on Control of Tobacco, Tobacco Products and Related Products (Law on Tobacco Control) –  takes a stringent approach to heated tobacco products (HTPs), making them equivalent to conventional tobacco products with respect to product, labelling, notification, sales, public usage and advertising requirements, with some minor specificities.

A heated tobacco product is defined as a novel tobacco product that is heated to release nicotine and other chemicals that are inhaled by the user and which is a smokeless tobacco product or a smoking tobacco product in terms of its properties.

The Ministry of Health said in 2023 there was a draft law – proposed by the Ministry of Economy and Innovation – to introduce the regulation for tobacco substitutes (including herbal heated sticks with nicotine) from May 2024.

The draft law was delayed and was supposed to be enacted in November 2024, but this did not happen either.
