New budget act to give health minister sweeping powers over pouches in Canada

Canada’s health minister is about to get new powers to govern nicotine pouches as well as other products approved under Canada’s natural health products regime.

Three clauses buried in an omnibus 663-page budget implementation act will allow health minister Mark Holland to issue orders to restrict the way nicotine pouches are sold and promoted across the country, without having to follow the normal lengthy regulatory or legislative process.
